Antonina Petrovna Morova is an outstanding scientist and public figure, whose professional career has become an example of a harmonious combination of deep scientific research and active citizenship. Her contribution to the development of national science and educational activities has left a noticeable mark in the history of Belarusian economic thought, and her personal qualities and dedication are respected by colleagues and students.
Rating of the economic research market participants is an important scientific task that provides an information basis for various consumers of scientific products, including policymakers in the spere of science management. The market includes authors, scientific journals, economic universities, and rankings of all actors are interdependent. In the Russian Federation the analysis of this market is the significant area of research due development in the last decade. Not is the same in Belarus: the first attempts to compile ratings are being made. The article is devoted to the design of a rating of Belarusian economists based on the scientometric approach, and the analysis of the success factors for the strategies to promote personal brand. The principles of scientometric management serve as the methodological basis of research. The ranking was designed on the improved methodology of Balatsky and Ekimova via including of indicators for the RSCI core in order to account the quality of publications and citations. The information base consists of the electronic RSCI system with significant adjustments that made it possible to “clean up” the indicators.
The obtained results allowed us to determine the main factors of successful strategies, i.e.: regular publication activity from the beginning of an academic career; co-authorship; a balanced publication portfolio with obligatory submission of the papers to prestigious journals; co-working within a scientific school in the narrow sense of the word to increase citation. With correct processing, the RSCI data can serve as primary information on the academic activity of researchers, but the scientometric approach can only be used as one of the rating tools, and it is unlawful to mechanically use it as a criterion for assessing the effectiveness of a scientist. Further research can be aimed to improve the presented rating by including publications in foreign journals in the analysis, refining the sample according to the RSCI database in the direction of selecting high-quality publications and excluding less valuable types, and conducting surveys among representatives of the community of economists themselves about their assessment of the scientific significance of their colleagues.
Various scientific foundations exist to support researchers and educators, the main one in the Russian Federation being the Russian Science Foundation. This article aims to examine the methodology for formulating/compiling a research project in accordance with the requirements of this foundation, using a specific example. The paper provides an overview of regulatory documents and scientific literature that helped determine the research focus and project topic. The object of this study is small urban and rural settlements in the regions of the Russian North and Arctic. The relevance of this research is determined by the fact that small urban and rural settlements ensure territorial connectivity, preserve the living environment of the indigenous peoples of the North, Siberia, and the Far East, and their socioeconomic well-being allows for the preservation of the population living there. This article will be useful to both Russian and international researchers seeking to prepare a project and obtain financial support for its implementation.
The article is devoted to the study of the methodological foundations for developing a national economy mineral resource supply theory in the context of new regionalization. The following are proposed: firstly, the rejection of the theory of globalization in favor of the theory of new regionalization; secondly, the rejection of the theory of a market economy as the only possible form of economy in favor of the theory of a multi-structured economy; thirdly, the use of a subjective approach, the essence of which lies in the analysis of any economic phenomena through the prism of the economic interests of the subjects; fourthly, the use of economic performance as a criterion of economic efficiency, rather than the ratio of income and costs; fifthly, the priority of macroeconomic interests and national security over industry and microeconomic principles of profit maximization.
We have excluded from the scope of this study the technocratic approaches to the study of artificial intelligence, which predominate in the scholarly discourse on this topic but offer no epistemologically useful contribution in terms of the object of study. This article has identified two emerging approaches to examining artificial intelligence as an economic phenomenon in the scientific economic literature: the resource-based approach and the institutional approach. Within the resource-based approach, which is more widespread in the scientific literature, artificial intelligence is presented as an economic resource (factor of production), the use of which can generate real economic benefits in the form of profit, digital rent, asset capitalization, and others. Within the institutional approach, which is prevalent primarily among institutional economists and economic sociologists, artificial intelligence can be defined as a digital social institution, representing a new form of organizing the joint activities of individuals in the information and digital environment and regulating the behavior of its participants. In addition to existing approaches, it is proposed to consider artificial intelligence as a socially functional innovation, applied to manage the behavior of economic entities (labor market sellers, consumers, employers, managers, etc.) and to obtain personalized income in various forms.
The main phenomena and processes in the modern world include the processes of globalization and the development of a knowledge-based economy. These processes are becoming increasingly dynamic and causing significant changes in modern economic conditions. One of these, undergoing significant transformations, is the economic space. This space, increasingly different from the classical Cartesian understanding, begins to include new parameters, while simultaneously becoming an important factor in modern economic and social changes.
The article attempts to define both the process of globalization and the emergence of a knowledge-based economy, and describes the changes they cause in the economic space.
ЭКОНОМИКА И УПРАВЛЕНИЕ НАРОДНЫМ ХОЗЯЙСТВОМ
The article is devoted to the development of the utility (use-value) concept of economic theory through the use of its main provisions in solving the problem of classification (identification) of the level of technology. It is shown that the existing methods of this classification are based on quantitative cost criteria, costly in their political and economic essence. This circumstance does not allow us to escape from the grip of the currently dominant costly paradigm of socio-economic development, exacerbating the contradictions generated by scientific, technical and technological progress. As part of solving the current problem of shifting emphasis from quantitative parameters to qualitative indicators of economic growth, new theoretical approaches to identifying the level of technology have been proposed. At the same time, attention was focused not on the costs of research and development, but on the parameters of the products produced and the political economic aspects associated with the replacement of human labor by technology.
The article presents a methodological approach to assessing the sustainability of the national economic system, which will allow the synthesis of various methods and tools for assessing the sustainability of systems in the context of the implementation of adaptive management of the national economy to achieve the strategic goal and objectives of sustainable development of the Republic of Belarus. The article presents the main characteristics of the definition of the types of sustainability of the economic system, the requirements for its assessment, and an abstract logical representation of the process of assessing the sustainability of the functioning and development of the national economic system to achieve the set goals and objectives of sustainable development.
The article based on a wide range of sources, analyzes the past and current state of the art market in the Republic of Belarus. The Belarusian art market is quite poorly integrated in the world, but, nevertheless, it contains many relevant trends: the active activity of authors of art of art, the interaction of artists and art galleys, building comfortable and mutually beneficial relations between the author, art dealer/galleryist and institute. The circle of consumers of contemporary art in Belarus over the past decade has been tending to stable growth, private and corporate collections of contemporary art have investment potential. In these conditions, the development of educational and investment projects aimed at supporting contemporary art and the formation of a culture of its consumption, the organization of measures for the sale of works of art and the creation of an expert evaluation of authors and their works become important.
The article is devoted to the study of the dependence of staffing and employment in the construction industry on the level of wages in it. The author reveals the methodological features of the influence of the theory of labor motivation in the form of wages on labor relations and the level of personnel retention. Using the data of Belstat and the Ministry of Architecture and Construction for 2022–2024, a quantitative and qualitative assessment of the labor indicators of the construction industry is given, taking into account the gender component, a ranking of workers by areas of employment and level of pay is carried out, reflecting the development of the industry progressively, with a clear link to state plans and social obligations. The reasons for the shortage of workers and low retention among men are identified. The key source of labor is graduates, therefore, an emphasis is placed on employed youth, taking into account education, and recommendations are given for the retention of young specialists.
The article discusses demographic risks facing the Republic of Belarus amid post-industrial and digital transformation. Particular attention is paid to declining fertility as a key driver of rising demographic dependency and a threat to socio-economic stability. Based on statistical data and theoretical frameworks, two strategic directions for mitigating these risks are substantiated: modernization of family policy and targeted development of peripheral territories.

The development of artificial intelligence (AI) and digital technologies is having a significant impact on the transformation of the legal system: concepts of legal theory are being modernized, the content of classical legal institutions is changing, and new branches of law are emerging, one of which, according to the author, is technological law. New legal phenomena related to the protection of personal data and copyright of AI-generated content are gradually taking legal form. In the digital sphere, a plethora of legal acts is emerging that require proper systematization, the optimal form of which, according to the author of this article, is consolidation.

Domestic engineering is one of the key branches of the national industry so its study in conditions of uncertain technical and technological development, increasing competition for resources, including using post-market methods of competition, as well as an increase in economic, financial, political and ideological risks, determines the need to identify the main economic factors influencing this process. This article identifies and describes economic factors of modernization of the Belarusian mechanical engineering complex: ensuring economic and technological security, increasing ideological pressure in the context of an escalating political and economic struggle, limited access to modernization resources, the trend of new regionalization, ensuring subordination of economic interests, and the transformation of labor relations.
The article analyzes the phenomenon of new urban classes in the context of the transformation of the socio-economic characteristics of modern cities. It shows that as the economy transitions from an industrial to a post-industrial and digital form, the structure of social stratification undergoes a qualitative change. The article establishes that the social position of new urban classes is determined not only by income levels, but also by access to digital resources, symbolic capital, and urban infrastructure. The article concludes that it is necessary to revise theoretical models of stratification, taking into account the forms of employment, network inclusion, and cultural and spatial differences in urban environments.
Based on an analysis of literary sources, it has been established that there is still no generally accepted definition containing clear criteria for classifying a particular type of activity as infrastructure, and consequently, as infrastructure projects. Several main approaches to interpreting infrastructure have been identified, each of which reveals certain specific features of the phenomenon under study. Regarding the form of infrastructure, two opposing approaches have developed – materialistic and institutional; regarding the interpretation of the economic essence of infrastructure – logistical, territorial, and systemic. Taking into account all the achievements and shortcomings of the analyzed points of view, the authors have developed definitions of the concepts of “infrastructure” and “international infrastructure project”. The latter is proposed to be understood as economic activity within the territory of two or more countries aimed at the creation and development of a material and social complex that ensures the reproduction of public goods necessary for the movement of goods, services, capital, finance, people and the formation of favorable conditions for the normal functioning of the economic system of a particular territory.
This article examines the growth of the coal industry in the 21st century. Despite the development of diverse energy sources, including renewable ones, coal remains a key energy resource in the global energy mix, accounting for more than a third of the energy balance. This phenomenon is partly due to the Jevons paradox (rebound effect), which, however, cannot explain new surge in coal production, consumption, and trade (reaching a record in 2024), including in countries that have consistently reduced coal production and consumption over recent decades (the United States and Europe), given the absence of radical technological change. The article argues that energy security effect and developing countries industrial-ization effect are no less important factors in the coal industry's growth than the rebound effect.
