Abstract

The article is devoted to the study of environmental and energy security and is the first step in solving the problem of developing a theory of interdependence of environmental and energy security in the context of new regionalization. In order to preserve and ensure sustainable environmental and energy security in the long term, not contradicting economic growth, it is necessary to develop such a theory of interdependence of environmental and energy security that would objectively reflect the patterns of interaction of a large number of socio-economic entities with certain economic interests in the process of transition from traditional to ՙՙgreen՚՚ management, and also describe new risks and threats to environmental and energy security. Taking into account current economic and geopolitical trends, the following were identified as methodological foundations that allow the development of the indicated theory: a systems approach, a meaningful understanding of the characteristics of the current stage of development of the global economy – the risk economy, not allowing randomness (RCT) when constructing the theory, pursuing as a goal the creation of a holistic systemic theoretical concept that describes the process under study through the disclosure of the laws governing it, as well as showing the patterns and instruments of the interaction of environmental and energy security, taking into account the existential forms of the object of study and their evolution.

Abstract

The article is devoted to the development of the utility (consumer-value) concept of economic theory by extending the technological approach to assessing the utility of economic goods and their flows, including the interaction of economic activities within the national economy. An indicator of technological quality is proposed, which to a certain extent allows characterizing the utility of economic goods from the point of view of their impact on the competitiveness and safety of the consumer. Taking this into account, the classical system of input-output tables has been improved, within which the interaction of economic activities is characterized by both traditional cost parameters and indicators of their technological quality. The methodology of inter-industry balance supplemented in this way opens up new, broader opportunities for interstate comparisons carried out not only from the point of view of quantitative cost indicators, but also taking into account qualitative, utility, in essence, parameters reflecting the level of development of technology in the analyzed countries. In addition, the improved system of input-output tables allows for a detailed analysis of the impact of specific types of economic activity on a given level, which opens up new opportunities for managing technical and technological progress in order to increase the competitiveness, economic and national security of the state.

Theoretical and practical aspects of anti-inflationary policy are considered. On the example of changing the interpretation of inflation as an economic phenomenon, it is demonstrated how such a transformation changes economic policy, accompanying it with an abundance of errors.

Abstract

The study of various socio-economic systems for the sustainability and effectiveness of their institutional structure is one of the most important areas of economic development theory and policy. The state, as a key actor in the coordination of public relations, is able to influence people's consciousness and behavior, thereby improving and revitalizing the existing economic order, ensuring the stability of the macro-system as a whole and respecting the national interests of the country. The article considers approaches to the synthesis of theories of political economy, institutionalism and social economic order in order to identify the nature and features of the formation of a mechanism for coordinating the reproductive process in the Belarusian system based on the interaction of its elements combining both subordination relations (vertical of power) and the possibility of coordinating the interests of social groups and individuals (horizontal section). A criterion for the effectiveness of coordination of the system of public economic order of the Republic of Belarus is proposed, which consists in the objectivity of decisions made at all levels using macroeconomic policy instruments that best meet the various goals and motives of most subjects, which can be ensured by the operation of software algorithms, in particular neural networks.

The article formulates the methodological limitations of the econometric practical application of quantitative calculations of balanced proportions of sales volumes and incomes of processing enterprises in the context of digitalization and the preservation of protectionist global economic policy. The necessity of introducing tools for a permanent and total system of correction of management decisions by transforming the traditional static into a dynamic econometric practice of calculating the values of current and prospective sales volumes and incomes of processing enterprises is substantiated.

Abstract

The article is devoted to the study of the mechanism of realisation of group interests in the context of macroeconomic regulation. Special attention is paid to the concept of ՙՙlegal functional representation՚՚, which implies the legitimate influence of social macro groups (SMGs) on government decisions. The author criticises clientelism and lobbyism, emphasising their negative impact on the balance of interests due to the emergence of ՙՙinfluence rents՚՚. The conclusion substantiates the need for legislative regulation of legal forms of representation to minimise unproductive privileges and protect the interests of vulnerable SMGs. Lobbyism, in the author's opinion, should not be legalised in Belarus because of its corrupt nature.

Abstract

The article is devoted to identifying the features and trends of the transformation of mechanical engineering in the Republic of Belarus in modern geo-economic and technological conditions. An economic analysis of the industry development is carried out, the factors that determine the formation of its development trends are identified and described. Scenarios for the further development of mechanical engineering in our country (pessimistic, inertial and optimistic) are developed. The conditions for the implementation of each of the scenarios are shown, the signs that directly or indirectly indicate the onset of a particular scenario are described, the consequences and risks of their implementation are identified.

Abstract

Digital transformation in the agro-industrial complex depends on the introduction of various innovative technologies at the planning stage. Platform solutions for this management function in the crop industry help to increase the efficiency of business processes. Since each technological operation and the entire cycle of crop cultivation require the processing of large amounts of information. It is necessary to receive, transmit and process this information in order to promptly correct agricultural technologies. This creates the need for automation of the planning process, and then decision-making on the choice of technologies and technical equipment. The paper compares platforms that help process large amounts of data in the crop industry. Special attention is paid to the advantages of the programs and their functionality. A comparative analysis of satellite monitoring systems allows you to choose the best option for a particular enterprise. This material will be useful to specialists working in the agricultural sector, managers of agricultural enterprises, as well as state and municipal employees.

The article also discusses the advantages of digital personnel management of the enterprise, as well as the factors influencing the automation and individualization of this process, ensuring an increase in the competitiveness of the organization. The author also draws attention to the difficulties associated with the use of modern technologies in production activities: the inertia of employee behavior and their resistance to change, low level of competence, as well as the need for personnel to adapt to new organizational conditions.

Abstract

The authors of the article note that currently the fifth technological order dominates the global economy, the basis of which is electronics, computing, telecommunications equipment. At the same time, the article emphasizes, the formation of the sixth technological order is taking place, the main trend of which, along with bio-, nano-, info- and cognitive technologies, is flexible automation of production. The thesis is disclosed that the development of robotics, in the context of flexible automation of production, is already the most important element of most strategies of various states, which compete for leadership in this area. The indicators of the development of industrial robotics in the world and in certain regions of the world are being studied. Separately, the authors dwell on the characteristics of industrial robotization in China, as well as in the Union State. The authors emphasize that in comparison with the achievements of China in the field of industrial robotization, the state of this sector of the economy in the Union State is of serious concern, which dictates the need to intensify Belarusian-Chinese and Russian-Chinese cooperation in this area.

Abstract

The development of modern information technologies has posed new problems for humanity, many of which can be overcome by legal means, interaction of the world of modern technologies with the legal world. The article presents reflections on the problems of modernization of the theory of law in the era of artificial intelligence development. The author sets a goal - to present his vision of the modernization of the theory of law, in particular, the process of legal regulation of new technical and legal relations involved in the innovations of the technological process. Reflecting on the issue of legal capacity of robot- agents, the author comes to the conclusion about its derivative nature and connection with life reality, the activation of communication in the digital space of man and artificial intelligence systems.

Abstract

 The article is devoted to the study of the evolution of scientific views on the place and role of cost management in enterprise management. Generalization of modern Chinese and English-language literature allowed the author to highlight the following approaches to the interpretation of the term ՙՙcost management՚՚: traditional, optimization, strategic and administrative-controlling. Each of these approaches is characterized substantively: its adherents are listed, the reasons for its emergence, strengths and weaknesses are identified. The author's definition of the concept of "cost management" is proposed, the novelty of which lies in the following: cost management is not limited to financial management (managerial, accounting, tax accounting); cost management is linked to the business strategy of enterprise development, while not being identified with it, that is, it is considered as one of its tools; cost management is not limited to intra-firm relations and is formed, among other things, under the influence of external factors (industry, macroeconomic, international); cost management is not limited to reducing them, but is considered as a process of ranking them in accordance with business strategy; the cost management process is considered dynamically, as a continuously repeating cycle of forecasting, accounting, control and adjustment; the goal of cost management is defined not as profit maximization, but as increasing the development potential of the enterprise and creating a basis for its long-term development.

The article reveals the concept of economic harmony. The features of the formation, implementation and harmonization of trade and industrial policies are shown. The economic contradictions influencing the process of this harmonization are revealed.
