FUNCTIONAL REPRESENTATION AS A FORM OF REALIZING GROUP INTERESTS

Abstract

The article is devoted to the study of the mechanism of realisation of group interests in the context of macroeconomic regulation. Special attention is paid to the concept of ՙՙlegal functional representation՚՚, which implies the legitimate influence of social macro groups (SMGs) on government decisions. The author criticises clientelism and lobbyism, emphasising their negative impact on the balance of interests due to the emergence of ՙՙinfluence rents՚՚. The conclusion substantiates the need for legislative regulation of legal forms of representation to minimise unproductive privileges and protect the interests of vulnerable SMGs. Lobbyism, in the author's opinion, should not be legalised in Belarus because of its corrupt nature.
